This is a Scatter Dice in standard 16mm 6 sided D6 dice made from solid metal. 

Four of the six sides have arrows on them to allow you to randomly determine the direction of a hit.

Also good for fumbled weapons etc. The other two sides have a target symbol as in the picture.
